Engineering PhD Chances

I am currently getting a thesis based masters at a small school (not in top 100 in US News Engineering ranking). My undergrad (at different school) gpa was kind of low (3.0), but my masters gpa is 3.7.

I have average GRE scores, 161 for Q, 159 for V, 4 for AW.

I am thinking of getting a PhD. With my scores and GPA, what tiers of schools can I aim for ?
Top 30 ? is Top 10 out of the question if I retake the GRE ?

Applying to the most selective programs is always somewhat of a roll of the dice. They just have so many qualified applicants. If your professors have contacts at these kinds of universities, they might be willing to suggest which ones are a good choice and even make a call for you. As it stands you are certainly qualified for these programs. In any case, make sure you have at least one school that you are sure you will be admitted to along with your top 30 selections.

Well, based on what you’ve told us, I can tell you the following:
Your GPAs show a lack of achievement in coursework.
Coupled with your GRE scores, you are weak in the numbers department.
How important the above is to the departments at the schools you are applying for is something that most of us can’t tell you.

I have no idea what the rest of your profile looks like though, but they should be pretty stellar to offset the above for selective engr schools.

is my gpa of 3.7 too low ?

Should I retake the GRE agains, or is that score pretty much ok

No idea but a lot of students get 4.0s as a grad student. A MS 3.7 is not like a undergrad 3.7
