<p>You apply to Rice as a whole and list the engineering school as the one you’re interested in on its supplement.</p>
<p>The only schools that require truly separate admission are Shepard (music) and architecture. Otherwise, you can move about as you wish if you change your mind. You are, as apoc314 said, required to designate a school of choice on the supplement, but that is not binding.</p>
