Enrollment Cap Problem

Hello, I am a student trying to get into Brown's Math 31B class for Winter quarter. Unfortunately, I am neither enrolled in the class nor on the waitlist for the class. Luckily though, I found someone who is willing to switch his spot in Brown's Math 31B class for my spot in another class. If everything were to work out according to plan, I would at least be on the waitlist for the class. However, there is a problem. It seems that the discussion class that he is enrolled in currently has 29 students when the enrollment cap is set at 28. Why is this? This is a problem because the plan was for him to drop his spot in the class and have someone on the waitlist take his place so that I can get into the waitlist. My question is whether or not having 29 students out of the set 28 will affect our swap. Would someone from the waitlist still replace his spot and have the class be 29/28 with 4/5 on the waitlist, or would the class stay at 28/28 students with 5/5 students on the waitlist? I really need this class because none of the other math classes fit in my schedule. I did not expect this to happen at all. Anyone have any suggestions?
