Environmental Engineering at Penn?

So, I'm interested in majoring in Environmental Engineering at Penn. (I am already in SEAS.) However I noticed that there is no environmental engineering major, just chemical engineering with a concentration with environmental engineering. That kind of confused me! If you do Chem. E with a concentration in Env. E, will you mostly be taking Env. E classes? I want to focus on environmental stuff! How hard is Chemical Engineering, and how hard is it with a concentration in Environmental engineering? I'm also a little confused because environmental engineering is supposed to be one of the "easier" engineering majors (however easy they can be) but chemical engineering is arguably the most difficult, so how difficult is this combination of the two?

I suspect that most of your coursework will be related to Chem E rather than Environmental Engineering. As you said, Evironmental Engineering is the “easiest” engineering discipline, so it would make sense for Penn to include it as a subset of a more rigorous course of study rather than a standalone major.
