<p>I believe EOP only considers income. I’m not familiar with the other programs.</p>
<p>If you are targeting a specific school, I would contact that school specifically and ask. The programs seem to be run differently at different schools, probably due to different administrators. </p>
<p>If you have high grades and low income, you should have access to a lot of merit scholarship money that is need-based. What schools are you targeting?</p>
