Would it be harder for a half white, and half Mexican to get into a college than if he was full Mexican? Would a biracial hispanic person be held to higher standards in college admissions (would they be compared to other biracials including asian americans or be considered an URM)?

OP, your chances to get into a generic college are the same as anyone else who have the same GPA and test scores.
Your question is too generic to answer. I don’t know if your choosing a college in Maine or UTEP where UTEP has a Hispanic student population close to 80%…
@“aunt bea”, my kids would held to an even higher standard, 1/2 Hispanic, 1/4 Korean (ORM), 1/4 English/Irish/Scottish. Not sure if the 1/4 Korean totally negates the 1/2 Hispanic for admission purposes.
Most places don’t give a rip about this kind of thing. The question is there on the application more for the purposes of being able to demonstrate compliance with data collection directives from the US Dept. of Education than for the purpose of choosing between applicants.
If you consider yourself Hispanic, check the box. If you don’t, don’t check the box. This is a self-identification of an ethnicity. No one is going to come take a photo of you or give you a Spanish test to find out if you truly “qualify”.
