Well that is very low for Duke, but it's fine if 1) english is your second language and you recently learned it 2) if you are some sort of minority 3) if you aren't a permanent resident you might get some preference but I don't really know about that. You probably should have taken TOEFL (i think that's what its called) which is the test of english as a foreign language to help them get an idea of your abilities or whatever they do with that. But good luck, I'd say it won't hurt you for the reasons above if the rest of your application is strong.

Asians are not a minority at most schools, and they certainly aren't at Duke. No, I don't think Duke nor any other school in the country will reject you purely for your SAT score. However, I hope you wrote a stunning essay and have great ec's. Your class rank is great, though. :)

1000 that is a big class... Man, I gotta get off the farm more. My frosh year I only had 700 people in my entire high school. And now in my city school I just got about 2k in the entire place... Man, big schools... shivers.

just critical reading plus math? it's not THAT low...especially considering your circumstances, i'd say it wasn't bad at all.
to be honest, I think your rank would hurt you more than your SAT score.

What are you talking about? He's in the top 5% of his class. The rank is fine, especially considering the APs and honors. A 1330 isn't bad. The average for admitted students at Duke is around 1410. The adcom will consider the fact that you've been in this country for only two years. What's the break down of that 1330? Have you also taken the New SAT? I'd say that Duke is a possible reach. Btw, don't worry about other people's stats too much. CC students have much higher stats than the average applicant.
