As for only having one year in your youth council, and wondering if it looks bad.
Based on your other comment that you " didnt count csf and nhs and stuff like that because I dont value that.", this together implies that you valued your youth council experience. If that is the case, you valued all of the EC’s you did list, then don’t ever let anyone tell you something you valued is bad.
Top schools don’t care about how something you valued “looks”, especially when the applicant makes it clear that the activity was important to them.
They understand that in high school, many kids are still learning, and will try out different activities to find out what they like.
If you had other activities, or weren’t ready for another EC in the earlier years, it’s perfectly fine. Maybe there was a different faculty advisor in the earlier years, who you simply didn’t “click” with. They aren’t looking for explanations on every club/activity, because quite frankly, they don’t have enough time nor do they really care that much.
That being said, what did you get from the EC? In some top schools, where you get an opportunity for an interview, you can use an interview to talk about one or more of your EC’s. You might consider explaining why you wish you had done that activity earlier.
There are lots of kids who may spend countless hours on practice for musical instruments, or sports, but choose to expand on an EC (in their essay) that means more to them at the time they are preparing the application. The schools don’t look at the list of EC’s and ask why the applicant did not write about one EC over another.
You’re overthinking it if you think the schools look at your EC’s to wonder if you’re adding an activity to “pad” your application.
