<p>Is it true that CollegeBoard does NOT gives fee waivers to internationals? For example, if an international student can't afford to pay the SAT I and SAT II, he's screwed? He needs to find other way to be able to afford them?</p>
<p>Their website says, only American students, and US citizens living abroad can apply for fee waivers. Screwed? Well, that’s a harsh way of looking at it, but I suppose a student who is so strapped for money that he/she can’t afford the test(s) probably shouldn’t be considering education in America to begin with.</p>
