FinAid - Loan question

USC has offered me a federal perkins loan and a stafford loan to pay for this year's tuition. I was wondering, if I decline the Perkins loan, would it affect my financial aid next year? What I mean is, if I don't take that loan, would the government or USC not offer me any loans next year since I refused them this year?

Right now, the perkins loan is just 500 dollars...my parents don't think it's necessary to take out a loan like that and pay interest for it. Please help >.<

The Perkins loan is federally subsidized, which means you won't be charged interest until you graduate. You also get a 9 month grace period after graduation.
