Financial aid + Educational opportunity program?

I was wondering if you guys were willing to help me analyze my chances of getting into some colleges in New York in the current state that I am in.
My guidance counselor said I was able to get into the Educational Opportunity Program (EOP)thanks to my financial aid.
Let me start off by saying - I’m not smart at all, but I want to attend a good college to study biology and go down the premed route.

My ACT score is a 25

My GPA (So far as of Junior year) is about 3.5/ 3.6

My extra circulars are: Science Honor Society, Star scout, Soccer, Skiing, and Track/Cross Country, Volunteer at bon secours health system, and volunteer at my local Ambulance corps.

Should I just give up my dreams of being a Doctor?

The EOP program for Cornell is about 26-30 ACT score, and ~91 gpa I think
and I’m not sure about the other SUNYs like NYU… but I know I can get into Stony brook University.
(Does anyone know if EOP affects honors college?)

Thanks for spending your time on helping me… It’s just hard since both of my parents haven’t gone to college.
