<p>My non-custodial parent doesn't file taxes. Does he have to submit the non-tax filer form to Penn, or is the non-tax filer form only for students and custodial parent(s)? Penn doesn't really specify this in their financial aid requirements. Thanks.</p>

<p>How would Penn know that it is my non-custodial parent who is not filing the taxes and not my custodial parent (there is no space to indicate which parent is checking the “I/we, the parent(s), certify that I/we did not file and am/are not required to file an income tax return for 2013” box)? </p>
<p>Would they just assume that its my non-custodial parent since my custodial parent’s tax returns will be sent to Penn?</p>
