I was offered a financial aid package before I was offered admissions. Does anyone know why?
Admissions and Aid departments work independently but not sure I’ve heard of aid coming first ever. I’m sure someone here may know better than I.

I agree, OP might even double check in their portal and see if there is an acceptance in there.
Does WSU email admissions decisions or send them in snail mail? Is it possible that a snail mail letter was sent but not received and the FA notice was actually a follow up to the acceptance letter? Might be worth a call to the AO.
I have a student account, and it says my application is still being reviewed. No decision has been made.
