<p>You must be a US citizen to be eligible for federal financial aid from the US government. This is also the case for the Presidents Scholarship Program. The Hope scholarship program is available only to Georgia residents, as is the Tech Promise program. These four programs make up the majority of financial aid, so the chances of you receiving aid as an international student are very slim.
