So I have been hearing a lot about how PSU does not give good financial aid at all! I'm am an instate student who is going for summer/fall 2013 for Smeal Business. About how much financial aid does PSU give on average? (without the honors college). Do they give more financial aid to students who demonstrate strong needs for financial aid?

It’s really hard to say an average, since there are several important factors involved that make a big difference in your aid amount (if any). But yes, PSU is notoriously skimpy with aid, and they tell you that right out when you go for visitations. If you are considered very needy (have a very low or zero EFC) or are an URM (under-represented minority), you have a better chance.

This tool can give you a rough estimate of how much aid you might expect:

studentaid.psu.edu/resources/aid-calculator

I just did and is the total estimated Scholarship and Grant Aid including fafsa and state grants? or is that just what pennstate might give me

That would include federal and state grants (there are no FAFSA grants - that’s just the form you use to apply) plus general scholarships. It wouldn’t include department or criteria-specific scholarships that you must apply to separately.
