<p>Every school will listen, I think. Some are just far more predisposed to it that others, and it varies from year to year, depending on how badly they want you. That is something that is hard not to take personally, but if you are not someone they consider at the top of the list, they will probably not make a much better offer. Alternatively, they may not have correctly assessed your value to the university in conjunction with their offer, and by asking the question it may allow them to catch an oversight.</p>

<p>I would suggest scheduling a phone call with the director of financial aid, so that your file will be on their desk when you call. Then just be extremely polite and say matter-of-factly that Tulane is your top choice, but that you need $X in financial aid to be able to attend, and is there any way to make that happen. If the answer is no, then I would just move on. Arguing will clearly not work, I promise.</p>
