<p>I think the 30 ACT is enough, I don't know more about the Canadian schools.</p>
<p>I got an M.A. in philosophy at Toronto. It has one of the top philosophy departments in the world (easily the best in Canada).</p>
<p>I'm majoring in philosophy at McGill, but it's true that the University of Toronto has the best philosophy department in Canada. I think a 30 ACT is enough get you into any Canadian school.</p>
