I want to apply to the University of Illinois Urbana Champaign. However, the application will only allow me to select Computer engineering as first choice and chem engineering as second. It won’t let me choose the other way around. Will this result in me having a lower chance of being admitted as chem engineering than if I were to select it as the first choice?

Basically, the most selective majors must be first choice only, so you have a more reasonable chance for admission. Unfortunately, that means if ChemE is your preferred major, you will have to find something less selective as your second choice or consider transferring into ChemE later if you are admitted into CompE

No, not all majors are available due to space constraints. Majors unavailable as a second choice include Bioengineering, Computer Engineering, Computer Science (including all Computer Science + X majors), First-Year Engineering: Undeclared, Mechanical Engineering, and all Music majors except Music BA, which doesn’t require an audition.

^Now you are raising a different issue that you need to consider. When you put two choices, you are considered for first, and then if rejected, considered for second, and then if rejected, considered for Division of General Studies (at least if you are in-state). In other words, you three chances of being admitted.
If you put only one major, you will be considered for that, and if rejected, you are done. There will be no consideration for another choice or Division of General Studies.
In other words, if attending UIUC is important to you, you should provide two majors.
