First generation- does AA degree count?

My friend's son is applying for college this year. His dad went to community college after coming to the US, to take classes and got AA as adult. Since he doesn't have 4 yr. degree, does his son count as 1st generation to go to college?

Vouchers for payment of SAT, subject tests, college applications, etc.: The same person, they don't make alot of money, but they never applied at high school to get free lunches. Can they still get vouchers to do some tests (subject tests, SAT, admissions, etc). Does anyone know what income level gets vouchers or assistance? (I beleive the guidance counselor said they can't since they don't get free meals. It is a family of 3.)

bump…PS the person also received their AA part time while working fulltime.

While the parent’s AA will be listed on the application, I believe that the student would still be considered first generation.

There are other qualifications for fee waivers. [This is one fee waiver. The qualifications are listed on it. If the family is in financial hardship, the counselor can recommend it.](http://www.nacacnet.org/studentinfo/feewaiver/Documents/ApplicationFeeWaiver.pdf)

Thanks. I will give that to my friend.
