<p>Illinois Weleyan and (I think) Birmingham-Southern. Also Furman, if you have > 1300 SAT and good grades and get your GC to have you named as a "Furman Scholar."</p>

<p>College board offers four fee waivers for qualified students. After that, you are on your own. Just write a brief letter expaining your situation to your college and preferrably, include your family's income to have the application fee waived. I saved over $1000 from fee waivers just on application fees (not including ACT and SAT wavers).</p>
