Is there a list of schools that are free to apply to? I'm mostly interested in common app schools.

Don't know if there is a list, but want to be sure you are aware that:

some schools are free to apply if you apply online, but not free otherwise (I don't think it's a long list and as online apps have become more widespread, maybe this is disappearing)

some schools send free streamlined applications to certain students, targeted by (not sure) SAT score? PSAT score? zip code? info they provided when doing campus info session? or some combination of the above

many (most? all?) schools offer application fee waivers. A student should not hesitate to seek these if qualified. It wasn't relevant to us, so I don't have first hand knowledge; but I know that DS best college friend used them (I think GC signs off?) and is using them for grad school apps (not sure who, if anyone needs to sign off in this case).

Here's a website with lots of info on free apps. Even though it's a couple of years old, there's an Update link with new info on it.

I sure wouldn't use the application cost as a criteria as to whether apply to a school or not. The application fees, even to a dozen schools, would be nothing compared to the cost of attendance.
