From whom should I get letters of recommendation? (Int'l student)

So where I live, students don’t apply to university directly out of high school- we attend a preparatory college, where we choose from programs like A-levels, IB, etc. Usually these last from 1.5-2 years.

As for counsellors, in high school, they don’t do much. They mostly provide counselling (in personal issues, mental health, etc), distribute information sent from local universities, update students on some school or out-of-school stuff. And they usually don’t know many students particularly well. I’m not sure about the counsellors in the prep colleges.

Should I get letters of recommendation from my high school counsellors and teachers or the ones from the prep college, or both?

You have to do it from your current teachers. So if you are in a Sixth-Form college, they write your recommendations.
Same for your counsellors. Whoever advises students on universities at your school fills the US forms out.

Then assuming that you are taking A-levels, your A level teachers fill out your recommendations, not your GCSE teachers.

Your headteacher would fill out the Counselor Report (your primary teacher for A-Level or the person in charge of Pastoral Care).
