<<<,
My parents could contribute slightly from savings.
<<<
How much will they pay? Who will pay the $15k per year??
You need to identify at least 3 schools that will not only accept you BUT you also know FOR SURE that you have ALL costs covered with ASSURED merit, grants and/or family funds.
PLEASE ANSWER the questions below so we can properly help you!
<<<,
Preferably I would want to pay less than $15,000 a year

What is your career goal with BioMedE? That is a very limiting major and NOT necessary for any career path. ChemE or MechE will accomplish the same goals and will be offered at a LOT more schools.
I hate to see kids who have financial limitations thinking that they must go to a school with biomedE since it’s not necessary.
University of Pittsburgh is another excellent place for biomedical engineering, especially given the proximity of UPMC to the main campus. They also award full-tuition merit scholarships, though unlike Alabama, they are not automatic. Nonetheless, it’s worth considering.

Hi, my family has very high medical expenses and I was wondering what colleges give good financial aid to families with those expenses? I know some colleges don’t factor it in much

No one can answer that w/o more info. How much of the medical expenses WERE NOT covered by insurance each year? How much is the family income?
<<<<
The $15,000 would be from savings
<<<<<
Are you saying that your family with its “very high medical bills” has said that it will pay $60k out of their savings for your college costs? Does that make sense?

Ultimate goal is R&D
I would want to go an electrical/biomedical route if any
<<<<
If your goal is R&D, it would seem like EE, MechE, or ChemE would be the alternate route, depending on your path. What type of R&D interests you? Medical devices? Pharmaceuticals? What?
@ClassicRockerDad --please read the Pitt 2017 merit aid threads. The ones who received full tuition had almost perfect scores and the full tuition awards were rare. There were many many ACT 35, top 2% kids who got just $15K per year. Pitt is a whole different beast as far as merit is concerned.
A 31 ACT would get…nothing. Total OOS costs would be close to $42,000 per year.
@FRCMandy --as the parent of a kid who also wants biomedical and who has put in some research, I can assure you I’m reading what every other person here is telling you: a MechE major will allow you to work in BioE.

As well as ChemE.
And many univs that don’t have biomedE majors will STILL offer a few BioMedE courses for students to take as electives…tissue engineering, intro to biomedE, etc.
The choice of discipline would depend on which path you want…developing medical devices, then mechE would work…developing new treatments/Rx, then ChemE would work.
If you look at the various BioMedE grad programs, you’ll see that they accept a variety of undergrad majors.
