I received my CHSPE (High School equivalent) a few months ago and I will begin school this upcoming Fall semester at a community college. I will still be 15 when I begin school this Fall; 17 when I transfer (assuming 2019). I am contemplating on whether or not I should apply to UC Davis for Fall 2019 or 2020. I will have completed the IGETC and major pre requisites by the time I am set to begin for the Fall 2019 term, but if I were to take a gap year to work or do a study abroad program and apply for Fall 2020, would it severely affect my chances of admission? Are there an rules regulating this route for UC Davis?

UC Davis will not allow you to defer if you apply for 2019 so taking a Gap year before applying should not affect your chances if you apply 2020. However, they may want to know what you did in your Gap year.
Also if you plan to TAG to UCD, as long as you have completed 30 units at a CA CCC prior to transferring, you should be fine.
