Gatech vs UMich for MS IE?

Hi Everyone,
I'm an international student and I've got admits to Gatech and Umich for an MS in IE. I'm having a somewhat difficult decision to make, I'm mainly concerned about post-graduation employment prospects. I've highlighted some of the pros and Cons of the programs.

My background is a Bachelors in Industrial & Production Engineering from a small school in India. I've done industry projects for Lean implementation, worked in a production mgmt job for a year. That said, I'm looking to expand my horizons with the MS IE program, and i'm hoping to explore more stimulating applications of IE than the traditional shop floor practices which one expects here.

1)Georgia Institute of Technology- MS Industrial Engineering-manufacturing & logistics
Program Duration: 116 months (30 credits)
Cost: $42,000 base tuition (est.)
+No1 Ranked program 20 years in a row.
+Seemingly reduced intake this year so less competition
-brutal grading system, very rigid coursework options, not too flexible.
-Crime rates in residential areas nearby are scary :|
-Living in a Metro is more expensive.

2) UMich Ann Arbor (Rackham) - MS Industrial & Operations Engineering
Program Duration: 1.5 years (30 units)
Cost: $19K per semester ; $45K total tuition expenses (est.)

The department is ranked #2 by U.S. News.

Close proximity to Auto Industry and manufacturing hubs

Ann Arbor is University Town so peaceful stay apparently

International Career Fair where European companies come to recruit.

Ross school of business offers a selection of reputed coursework.

Michigan's unemployment rate is 15%
-Weather is below -30F most of the year

Any Feedback will be much appreciated.
Thanks in advance!

it doesn’t really matter but I personally would go to michigan.
it has a stronger reputation as a school overall.

“Weather is below -30F most of the year”

This is false. I would say the average temperature hovers around 50’F during the school year. Michigan overall has the stronger reputation.

thanks fatpig and tenisghs! Sorry about messing about the average temperatures, but it must be terribly cold in any case. Doesn’t the local economy matter perhaps if I’m hunting for an industry project/co-op or an Internship?

“Doesn’t the local economy matter perhaps if I’m hunting for an industry project/co-op or an Internship?”

No. National companies recruit at Michigan because the university has a strong academic reputation.
