Does anyone know if GT sticks to the time (noon)? Or do they often release decisions earlier than that?

They released them at exactly noon for EA @happygal2017

Yes, they do. Georgia Tech is sharp with timings. It will come out the second clock hits 12. No decision will come out before that.
