Give advice for my brother - great scores, no ECs

Hello, my brother is a junior in college. Here is his resume

-SAT score: 2220. Reading 730 Math 780 Writing 710
-GPA: 4.0/4.0 with all APs Junior year, including Calculus, Biology, and Physics
-Class Rank: 15/800+
-Varsity Football: Made the team as a sophomore - very hard to do, as the team is state champion in the highest class. Kids from the team routinely go to all the SEC powerhouses, basically. He is good, but not good enough to play D1, nor does he really want to.
-He is also foreign and a pretty good writer, so his essays will be good and interesting. His life is studying and football - he travels a lot for sports. Not really much room to commit to anything else, but he is also kind of bad at time management.

That’s it. He has some generic ECs but nothing that shows passion or long lasting commitment.

He wants to study something in the sciences, but doesn’t want to attend a Tech school, such as GA Tech, for example.

He wants to leave the south, at least for college, but hopefully long term

I think ideally, something like Cornell or Brown would fit his personality. He has a lot of friends and considered a “cool” kid, but he also loves being left alone and doing his thing. I was also thinking Chicago and possibly Harvey Mudd, because he would be from a southern state there and likely a diversity candidate (for HM)

He is also considering Duke, because I went there, but I don’t really think he wants to go there.

In my personal opinion, the lack of ECs disqualifies him from a lot of these schools. I do interviews for Duke and a lot of kids have gotten rejected that I thought were great candidates.

So here is what I hope to get out of this thread. I would love to start narrowing down the field for

1 school to apply for ED
1-2 Reach schools
1-2 Match schools

Also, what else can he do to improve his chances. I think 1.5 years is too little too late for ECs

I think his safety school is probably Clemson.

What are your thoughts? I really appreciate your help

I think football is his passion. Nothing wrong with that. Tons of commitment, time, effort.

Duke rejects everyone. He should look at schools that he is interested in, which is hard to guess w/o his interests (major)?

What state is he from?

He is from SC.

He wants to do sciences, but not a tech school like GA Tech. I think he wants to go to a well-rounded school with a good social life, but not a heavy greek system.

Off the wall choice, but what about Carnegie Mellon? Expensive, but a good low reach.

Chicago, WashU, and Vanderbilt are known to love high GPAs and test scores and place relatively less emphasis on ECs.

The number in each category should be more flexible, as long as he has a safety that is affordable and which he likes. In particular, ED is only appropriate for a school that is his clear first choice, is expected to be affordable (see its net price calculator), and where he can commit without comparing other schools’ scholarship and financial aid offers. Many students do not have a school that meets these conditions, so they do not apply ED anywhere.
