If I understand the OP’s post correctly, the summary is:
- OP earned a D in one semester of 9th grade English.
- OP tried to make it up that semester during 12th grade (and presumably noted it on his/her UC application).
- OP earned a D in the make up course.
If the OP only took the usual English courses (one per year) then s/he would only have 3.5 years of high school English (passed with C or higher grades), which falls short of the 4 years required for UC eligibility. In other words, the OP was admitted based on anticipated fulfillment of the high school course requirements, but the OP failed to meet them after earning a D in the make up English course. Hence the rescission of admission.
Looks like starting at a community college is the most obvious option now.
I think it’s worthwhile to mention the AP scores if the AP classes were humanities, social sciences, or biology (classes that require strong English reading and writing skills).

I don’t think any of us can answer that question. Ask the place you will take the class, and UCI.
Probably it’s hard to find some school that offers English 9 now. If you cannot find then you may want to take some equivalent or higher level class in a community college (English 50 for example).

It sounds like you decided swimming was more important than English. While your guidance counselor gave you poor advice on the consequences, it was your decision not to go to class.
You can try arguing that it was the end of senior year and you had a lot to do and your guidance counselor led you to believe that grades in a 9th grade class didn’t count so you concentrated on your APs. But don’t mention that you went swimming instead of showing up for class. And start making backup plans because you don’t seem to have much of a case here.
Agree with @AroundHere. Also note another CC poster whom received a D in 12th grade English 1st semester was recently rescinded from CSU Fullerton. UCI received a record # of applicant so they may thinning the crowd… Not having 4 years of English is non negotiable

I am requesting a reconsideration of the decision of my offer of admission to UC Irvine. I fully understand and regret that I have not fulfilled the conditions stated in the freshman contract, but I would like to urge you to reconsider the withdrawal of my admission. I received a D in the second semester of English 9(Language Art 1) course from Apex, I don’t mean to make excuses for the poor grade I received, but I would like to explain the circumstances.
I am a student who came from a foreign country two and half years ago. In order to fulfill UC requirement for English courses, I had to make up my freshman year English class. I could only unlock the following units or finish the writing assignments when I attended Saturday classes. And the tests and writings would be locked so that I couldn’t work at home.
When I reached to a D in my last class, I asked my high school counselor if this grade could affect my admission. I was told that English 9 class would be inserted into freshman year, which means it would not affect my admission. My counselor’s advice led me to concentrate on the AP exams. I had many schedule conflicts with the class due to many AP practice exams which were mandatory for my teachers on Saturday. The district refused to give me the chance to finish all my tests and writings for that class which could improve my grade because the classes were over.
Even though I got a D in English 9, I still maintained my GPA above 3.0. I ended up passing all my AP tests and scoring 4 on two tests. My AP results indicate that I didn’t stop pursuing my academic goals after I got admitted to UC Irvine. In the past two and half years, I overcame many difficulties in order to get an offer from my dream school UC Irvine. I believed that my previous academic records show how hard I worked for reaching my goal.
I already registered an English 9 class which is approved by UCs. I am starting to retake the class next week in order to fulfill the requirements. Please give me the chance to make up this credit. I will finish the class as soon as possible.
I would like to urge you to consider reinstating me under my special situation of the English class. I will work the hardest to reach my academic success in UC Irvine if I get readmitted. I have dreamed of studying in UC Irvine since I first came to this country. I look forward to hearing back from the admissions office. Thank you!
You still have several typos and awkward sentences. Regardless of what your counselor stated that your English Class would not affect your admission, you did not meet the minimum 4 years of HS English and it is up to you as an applicant to know the minimum requirements for admission.

Did you notify UCI when you received your final D grade in the English class, prior to sending in your transcripts?
I did not. Because my counselor told me that it doesn’t matter @Gumbymom
