I am a current MA student in history at WVU and will be applying to PhD programs during the next admissions cycle. My undergraduate GPA is a 3.31 but I will have a 4.0 graduate GPA at the time I apply. I will have around 4 conference presentations in the last 2 years, my letters of recommendation are good and my writing sample is solid. There are schools with faculty members who I would like to work with and my research interests intersect with, these schools include Tufts, Carnegie Mellon, UC Santa Cruz, New Hampshire, and Fordham. I know some of these are very competitive to get into. Should I apply or will my low undergraduate GPA hold me back?

Your undergrad GPA is fine. However, your lack of journal papers may become an issue. Some schools do not even care about conference papers.
