Hi,
I'm going to become a junior this fall, and I'm worried about my chances into getting into a good university.

My current GPA is 3.77/4.0, ranking is about 84/771, and I have taken one AP class (European History)...the rest of my classes are honors and/or college-prep classes. For Junior Year and Senior Year, I'm taking all AP/IB classes (12 AP classes for Jun/Sen yr).

Over this summer, I'm taking Psychology 1A at a nearby community college to get general education units completed...

I'm concerned as to whether I can get into a good university or not, because I don't have a long list of ECs. I love volunteering at the medical center, the library, and peer tutoring...Do I have a chance?

well you haven't taken any SAT I and SAT IIs yet and those are pretty important in the process of admission. but judging on GPA, not so bad, you might want to keep an average GPA above a 4.0 to be on the safe side. continue volunteering too.

it depends which college you want to go to? "good" can be defined in many different levels.

Hurray~! I got a four on my first AP Exam!

Anyways, to answer hoper:

I took SAT II's..(three of them) and I didn't do very well...590, 570, and 570, on Chemistry, Math IIC, and World History, respectively. Yet, I'm planning on retaking the Math IIC and taking Biology during Junior Year, and aiming for at least a 750.

I'm aiming to take SAT I this fall, and maybe ACT in Senior Year.

For IB program, we have to do volunteering and EC to achieve a min of 150 hours...starting the summer before Junior Year, so I've already finished 29 hours.

I'm not so sure as to which colleges to go to, but I'm reaching for these: Johns Hopkins, UCBerkeley, CalPoly (as a nearby college), Cornell, NYU, University of Pennsylvania, and UCIrvine.

first off, ucirvine and calpoly, i think you can manage.
as for the others, they are much much more competitive so you really gotta step it up in junior year and show them that you know what you're doing.
