% GPA vs. Letter GPA - Which one do schools look at?

Which one is the one colleges look at?

Schools give letter GPA's differently. For me it's:

90-100 = A = 4
80-89 = B = 3
75-79 = C = 2
70-74 = D = 1
0 -69 = F = 0

Freshman year I mistakenly assumed that a % average over 97 was a 4.0.
Instead, it was based off the letter grades obtained in class.

MY QUESTION:
What looks better - a student with a 4.0 (all A's) with a 90% average
or a student with a 95 average but with a lower GPA

I've been burdened with many 89's in my high school years, but still maintain a 93-94 average. I do not have a 4.0 GPA, but certainly I have done better in school than many students that barely obtained an A with a 90 in a class.

They look at the transcript…however grades are reported on the school’s official transcript.

Schools that don’t use percentage grades don’t use percentage grades. There would be absolutely no way for a college to distinguish between someone who got a 90 in every class and has a 4.0 and someone who got a 100 in every class and has a 4.0, but there would be an enormous apparent difference between someone who got an 89 in every class and has a 3.0.
