GPA's very weird

can someone help me understand how state schools like wisconsin, or purdue, or U of I have about 70 percent of their student body have GPA's above a 3.75, yet only have about 30% in the top ten of their class. I am in the top ten, but don't have a 3.75. I just feel a 3.75+ is pretty selective, I am an A,B student. Do i really just have a low GPA? Granted my weighted is a 4.2. I also want to get into engineering at these schools, geussing i don't really have a chance, with a 30 on my ACT

3.75 is a fairly average GPA to have for higher tier engineering programs. A 30 on the ACT wont exactly hurt you, but it wont help you either. According to UIUC’s stats, a 30 puts you at about the 50th percentile for accepted students.

UIUC has an average admission GPA of 3.69 and Wisconsin is 3.77. If your GPA is slightly lower than that due to course load, that should be fine. Indeed, your weighed GPA at 4.2 is at or above average for these schools. Nevertheless, these are just statistics, not all schools value GPA the same way. Same for class rank. On the other hand, UIUC and Wisconsin have average admission ACT score of 30 and 31. So your score is right at or slighly below that. Purdue is about the same as UIUC. So these schools would probably be high match for you. So you still have a fair chance.

How about Rose Hulman and Twin cities? for the same majors.
