I want to be an engineer, and just finished visiting at UIUC and purdue. However, I have a very low gpa despite high test scores and I'm worried about even getting into fye at purdue

Purdue and VaTech are generally easier to gain admission than their reputation would indicate - of course, the rigor once enrolled is definitely demanding. I would guess that you have a good chance at both of these.

UIUC and Wisconsin highly selective to begin with and then in addition they limit OOS admissions. If your 3.5 is UW, you will be at least competitive.

I am not as familiar with PSU, RPI and UMd, but I believe they would all fall somewhere between the other two groups.

By the way, none of these schools will likely offer you much need-based FA. They have merit scholarships, and in-state need-based FA, but not much for OOS.

Your UW GPA is a bit low for Purdue, UWI and UIUC, however, your ACT score is above average and at or above around 75%. That would definitely help. As GPA cannot be compared without looking at your school profile and course load, I would give you the benefit of doubt. You should be a high match for them considering a strong upward trend in GPA.

I’ve only done swimming and speech, a won few awards in math and French, taught/am teaching myself programming, Russian, and guitar (can I even put this on my app?) and done some volunteering (only about 40 hours)

I think you would be OK for many of the [Association of Independent Technological Universities: AITU](http://theaitu.org) schools. Your test scores are in the top 25% of admitted students at my school, IIT.
