Grad School in the UK-how best to handle loans

My daughter is going to attend grad school in London after working for a large company there over the past few years. She wanted to know what I knew about grad school loans, which I informed her was nothing! My husband took care of the undergrad loan, so I truly paid no attention to them. She has done some research online, but claims she is reading conflicting statements.

When a US student borrows money for a UK school, can they borrow the full tuition and living expenses? Is there a better route to go with securing funds; my daughter is not interested in private loans. It is my understanding that any monies borrow will be from the US; UK funds or scholarships are not available.

I believe the funds are paid directly to the school for the tuition portion like it is done here in the states. She has to have a large chunk of change in her banking account to prove she can provide for herself while there, which she does. Her goal is to leave that money untouched in the event she doesn't get a job right away after finishing her program, so would like to be able to borrow enough for her living expenses.
