If one were to repeat the 9th grade, would highschool gpa include the year at public school or just the four years at boarding school.

It’s each college’s decision. You are likely to be required to submit all high school level transcripts, but many colleges don’t include 9th grade in their gpa calculation at all.
So “all highschool transcripts” would include the public school even if none of the credits carried over to the next school @jwalche
Most likely yes.
Beside, as far as I understand, no credits ever carries over to the next school no matter what. Credits from previous schools will be evaluated at the current school for graduation/evaluation purpose, but they won’t actually be carried to the new school. They are “attached” at best, or simply presented separately.
