Does anyone know of any selective, reknowned summer programs?
Or just… any really great summer programs that aren’t too expensive (ie not 8k precollege)
(not focused on math/science, maybe poli sci or something- but anything can do)
anything?

it might be kinda late now; most of the app deadlines are over for the prestigious ones. There are debate camps if you are interested in debate

go to High School Life, they have many threads on summer programs.. there's a couple of prestigious ones whose application deadlines have passed, but there are plenty more. Most application deadlines are in April though, so start searching now. Out of the top of my head, for Math and science (which is what I know), whose deadlines I don't think haven't passed yet: MITES (MIT math and science program for minorities, Nasa Sharp (science research), PROMYS (math), USA Math Camp, and Young Scholars Program (usually a program for elite students across a state).
Also.. National Youth Leadership Conference (something like that)
Hope I helped.

What about NIH? Do they have any near your location? And try TASP and SSP.

TASP applications were due back in January

Governor's Schools, but thats passed already in terms of deadlines for this summer

Brown University has a summer program
