Guide me throught the application process

I have this urgent doubt just propped up now which i have i no idea who can help me out . I hope you can .

A friend of mine was told by his sister, studying in US, that he should post his letter with his transcripts and recommendation letter to his respective universities latest by 1st November'13 . Because scholarships are granted on first-come-first basis and she was adviced by a US Consultancy there that the chances of scholarships end in 70% of the universities by 1st November .

Now my doubts are -

1) Do you agrre with this ? And if yes then in what points ?

2) Do we have to post the letter or are there any online sources of applying ? And if we only have to post it then only the trandcripts and a recommendation letter enough or do we also need to post the essay or any more data ?

3) Where and how do we let them know of our extra-curricular activities ?

4) On what topic do we have to write the essay ?

Should i really hurry ? I have my board exams in a week and if i really should apply early for scholarships then i really have a lot of work to do as soon as possible :(

Please help me out as soon as possible and guide me through the application process .

Thanks .

In most colleges and universities, International students applying for financial aid are supposed to apply Regular Decision ( RD). The deadline for RD depends from college to college, but ranges from Jan.1 to Feb 15.
Some scholarships might be on that basis, but I don’t think so.

CommonApp. Over 400 colleges and universities accept this.
