Haas Transfer; Junior?

I heard that you can't transfer into Haas as a junior. Does that mean I won't be able to transfer during the period after I finish my sophomore year, and before I start my junior year; or does it mean that Haas doesn't accept students that are ALREADY enrolled as a junior?

You would be a junior transfer, and start at Berkeley as a junior.

I’m applying to either American River College or Sierra College. Which of the two would you say is better? Which of the two would provide me with a better chance of getting accepted to Haas?

Haas does accept junior transfer students:

For which CC(s) to attend, you may want to check which ones have the best availability of the prerequisite courses you need to take:

I agree with ucbalumnus that you should go to the CC that offers the most course options to satisfy the pre-requs on assist.org.

You will apply to Haas as a sophomore to enter the following year as a junior. Haas undergrad is a two year program, so both continuing and transfer students come in as juniors. I’ve heard of Berkeley students in their junior year who change their major and are still accepted to Haas, but this doesn’t really apply to CC students because you wouldn’t have junior/upper division standing without upper division courses.

Also, the CC’s you’re looking at place equally well to UCB, but this isn’t updated or Haas specific:

Another thought: You may want to just enroll at both so you have the option to satisfy pre-reqs, breadth, and fl in time. It’s getting harder and harder to get the classes, times, and professors you want at CC’s. I know people that postponed applying because they didn’t meet the requirements, as well as people who were able to apply on time because they went to multiple schools. Keep an eye out for (and ask about) programs that give you priority registration. I was a note-taker for DSS at my CC and I was able to sign up for classes right after veterans and student-parents.
