Harder for internationals to get into state-funded colleges e.g. CALS?

<p>Hello everyone. I was wondering, is it harder for international students to get into the state-funded colleges? For example, would it be harder for an international to get into CALS than CAS, because CALS receives funding from the state of NY while CAS is completely private? </p>

<p>Also, is it true that Cornell is completely need-blind now (including for internationals) as <a href="http://en.wikipedia.org/wiki/Need-blind_admission"&gt;http://en.wikipedia.org/wiki/Need-blind_admission&lt;/a> states?</p>

Yes it is though financial aid is limited.
