Hartt School vs. SUNY Fredonia- Violin Performance

I'm currently in the process of deciding where I want to attend college and I'm at a complete crossroads on what to do. I am torn whether to attend SUNY Fredonia or the Hartt School of Music for violin performance. Fredonia is primarily a music education/music therapy school, but has a great professor and they are giving me $13,250 a year of grants/scholarships. That leaves approximately $9,000 in loans each year. Hartt is a music conservatory which would probably prepare me much better for graduate school, but is giving me $16,000 a year, and then an extra $10,000 in loans through financial aid, which would leave me with $25,000 of private loans I would need to take out each year. I live in a home with no real source of income, being raised by just my grandmother. My career is dependent on getting into a great graduate school, but is it worth the massive debt? I'm not sure what to do and I need a lot of help. Hartt has little opportunity to increase scholarships, but they have a program called Performance 20/20 where if I have a successful audition, there is potential I could get a full tuition scholarship. What would you guys do in my situation? Please I need all the help I can get!
