Have any female engineers gotten into Cornell and NOT received a likely letter?

I know that Cornell sends likely letters to female engineers, but do they send them to all female engineers that have been admitted?
Does anyone know a female engineer that got into Cornell in the past but did not receive a likely letter?

My D is a sophomore ChemE major. She has friends (female & URM) that did not receive likely letters and got in. So, there is hope.
