Having a car on campus?

How secure are the parking garages for those living on campus?

Not worth it. The Liacorous Garage has security cameras and security guards, but a parking pass costs like $425 per semester. I’ve heard of students having their cars keyed at the other on-campus parking lots. You don’t need a car in Philly. The Septa takes you almost anywhere in the city and the 30th St train station can get you out of the city.

Unless you absolutely need to get home every weekend, I wouldn’t bother keeping a car on campus. As 2019earlygrad said, public transportation will get you anywhere you need to go. If having a car accessible is absolutely essential, I would think about garaging it somewhere out in the suburbs, where it’s likely cheaper and more secure.
