Any help is greatly appreciated so that I can decide whether to retake the ACT.

definitely retake it. Your GPA is good- does your school rank?
being from Mississippi will help you at most schools i assume

Duke- reach
UVA (out of state)- reach
Vanderbilt- slight reach
UGA (out of state)- match
Emory (legacy)- match
Davidson- match
South Carolina (i assume)- safety

no, school doesn't rank...

will the 30 ACT directly prevent me from getting into Vandy?

i think you could get into vandy with a 30, but it would be much easier with, say, a 32. try the SAT also, you might do better on it, but also retake the ACT (i also got a 30 on the ACT, but did much better on the SAT)

I'd try the SAT. I have a friend who got a 30 ACT then took the SAT and got a 1510 (old SAT). He never sent in the ACT and ended up at Princeton.

i got a 30 ACT and a 1500 SAT
