help, messed up BIG TIME

in feb, i registered for sat 1 in may and sat 2s in june. the may sat 1 went horribly for me, so i cancelled the score. two weeks ago, i changed the test type from june sat 2 to june sat 1 because i wanted to redo it now. college board said that the change was made with the additional fee or whatever. when i went online today to print out my admission ticket, it appeared i was still registered for subject tests in june. i tried changing it again, but they said the option wasn't available. i checked my dad's credit card details and the additional fees weren't debited. so i don't know what to do! i called my counselor she told me to do standby this june (sat 1). the only thing is, i'm still registered for sat 2s in june. i tried to postpone them but it says there aren't any dates for this year currently.
so can i do standby registration for sat 1 in june even though i'm registered for sat 2s and will not be taking them? i'll be absent on test day for sat 2, but can i do sat 1 instead through standby?
please please please please help me, i'm really nervous! i'm applying ed and don't have ANY scores in place! please help!

how much does this help?

gpa: upward trend, will be described with extreme positivity by my counselor

sat: 2200

ecs: strong, very unique (probably my app’s strength)

my question concerns recommendations.
in addition to one from the counselor + 2 from subject teachers, i was wondering how greatly a letter of recommendation from a member of parliament would be? i did an internship at his office a few months ago. i asked him and he’s ready to give me a great letter. how good does this really look and to what extent would it make my app more competitive? i basically want to know if it’ll increase my chances considerably.
