HELP--Pending asylum case and in-state tuition ?

Hi, My name is iffat and I moved to New York with my family on the 15th of October, 2015 from Dubai, UAE. We came here on a B1/B2 visa and submitted our political asylum case in Dec (2015) which is still pending. I ve received a Social Security card & a work permit till now.

I did my O levels (grade 11) & A levels (grade 12-2 years) in Dubai. I ve applied to CUNY (for fall 2017) & sent them my school transcripts & certificates for evaluation on the 19th of September 2016.I would prefer to attend CUNY hunter college. I still have to give my SAT.

I would like to know if i ll be eligible for in-state tuition with a pending asylum case or not ?

@sybbie719 ?

You should be eligible for in-city tuition because you will have been a NYC resident for 12 months.

However, because your status is still pending, you will not be eligible for Federal or State aid.

thank you for replying back but i have no idea what in-city tuition is ?

Go here. Then on the left you will see “tuition table” click on that for the costs.

so @thumper1 this means i can’t opt for an undergraduate degree, I have to go to a community college first in order to qualify for an in-state tuition & an undergraduate degree ?

There are several prices. What are you applying for? If it is community college, you will pay the community college rate. It it’s a four year school, you will pay the four year rate.

@sybbie719 maybe you can explain this better than I can.

I, myself want to start an undergraduate degree, but whoever i ve consulted have advised me to start with community college first. @thumper1

I cannot advise you on where you should start your college career academically. Hoping @sybbie719 comes in as she can explain the relationships between the community colleges and four year schools.

@iffattariq1

there is the CUNY freshman profile to give you an idea of the stats you need to get into a 4 year CUNY

You have not taken the SATs yet. Since CUNY is rolling admissions most programs will fill up on a first come first served basis. Because you are not a citizen or permanent resident, you will not be eligible for the support programs (SEEK & College Discovery).

When you fill out the CUNY application, you will apply to 6 school and pay a flat fee of $65

If you are not eligible for financial aid (and you are not), you may want to start at a community college because it will be less expensive. All community colleges have articulation agreements with the 4 year schools, upon graduation or transfer upon completion of 24 credits with a 3.0 gpa

@iffattariq1 -

People are recommending that you start at a community college because they know that you can save a lot of money by doing that. You can complete the first two years of your program at a community college, then transfer to another college or university to finish your undergraduate degree. As sybbie719 has written, you also can choose to transfer earlier if you want to.

Articulation agreements are guaranteed transfer programs. If you complete the first half of the program at the community college with the grades that are required, you will automatically be admitted to the second half of the program at the cooperating college or university. My own daughter did exactly that. Her university admitted her directly into her major and accepted all of her credits when she transferred.

Guys , my case is similar to her . I have pending asylum, have my social security. However I did not study my high school in the USA. Will I pay in-city tuition after one year of my coming to the us ? or after one of my asylum application sending? there is two months difference between the two! many thanks @sybbie719 @iffattariq1

Where do you live. You will have to find out the process of getting in-state or in city tuition where you live.

The difference between you and Op’s situation is that op had two years of residency before starting college. Since OP has not come back, we do not know how his/her situation ended up playing out.

attached are the residency requirements for attending CUNY in NYC

@sybbie719: Is there a difference in tuition between a student whose permanent address is NYC (the 5 boroughs) and a student with a permanent address in say, in upstate New York (outside of NYC)? “In-City” versus “Outside”-City Tuition differences - Cannot seem to find anything on the CUNY sites that makes a distinction between the two. There seem to be a difference for the 2-year colleges, but what about the CUNY 4-year institutions?

Also, for entering foreign students with O’Levels/A’Levels, is the SAT/ACT requirement waived?

If you live in NYS, you are eligible for in-state tuition at SUNY.

CUNY is a separate university system and there is a difference in tuition for students who live in the 5 boroughs and students living in Westchester, Long Island, upstate, etc.

New students to the 4 year CUNY schools who are not coming from NYC high schools (CUNY pulls transcripts directly from the NYC DOE . They request your student ID number on the application) or transfers from CUNY CC’s are going to be flagged the the UAPC (CUNY processing center) and will have to submit their residency paperwork directly to the school where they are accepted.

for example see Hunters form

For NYC Students attending SUNY, they must complete a Certificate of Residency form notarized by the City Comptrollers Office at 1 Centre Street with in 60 days before attending school (the state will charge back the city a portion of their tuition).

certificate of residence - New York City Comptroller - NYC.gov

SATs are required for admission into the 4-year CUNY schools (unless student is transferring in from CC with a minimum of 24 credits and 3.0 gpa)

O levels AP scores are not used in the admissions process
