THanks!!

ACT, like the SAT, allows you to choose in the application for the test up to four colleges to receive, at no extra charge to you, the test scores as soon as they are released. To prevent that automatic send from happening, you had to leave the space for identifying the colleges to receive test scores blank. You could have instead waited to send scores after they came out for an additional fee per test per college or not send them at all. So, yes you had the right to decide what to send and when but you chose to use the automatic send option and apparently did not understand the instructions that explain the option you chose.

As to whether the scores will hurt you in the admission decision the answer is no if you later send higher scores as long as you believe what colleges claim. They all assert that they use the highest scores to determine admission if you send multiple test scores (part of the colleges use that test with the highest composite and rest use highest section scores from the multiple tests).
