High-School Transfer Affects My Rank

I'm kind of in an awkward position. I just moved from Michigan to Texas right before start of junior year. Because of that, two things have happened. 1) My course load would be seen as extremely weak since I am forced to take Texas-specific classes to catch up and meet graduation requirements. I am also taking summer school for health and speech. I plan to compensate with 5 AP's in my senior year(physics, bio, chem...), but I feel its too late for college admissions to see that. 2) In addition, my ranking has placed me in a position that really isn't a testament to my abilities, not even in the top 25%. I know a girl who is in the top 10%, and I have consistently beat her on tests and coursework. But how can I explain this to colleges?! Both my course load and ranking is close to that of an average student, but by the time I make up for this in my senior year, it will probably be too late! My current school did not properly take into consideration classes I have taken in my old school. How do I explain this to schools such as UT Austin, or Rice-where I would really like to go.
Thanks,
Sarin
