They use the GPA on your transcript. Generally first semester senior year will be included if you don’t apply EA/ED or Rolling Admissions.
You absolutely should not round up. Use the GPA exactly how it is presented on the transcript.
Typically junior year final GPAs are used in the admission process. Senior year ending GPAs are not taken into account as decisions are made before that number is calculated.

Since that looks like a weighted GPA, note that some colleges use or recalculate an unweighted GPA or a weighted GPA with their own weighting system.
The GPA on your application should mirror your transcript. If your transcript says, 4.58, then it’s not 4.6. Regardless, your UW GPA is more important. Weighted GPA really does not matter for admissions because every HS weights differently. If the college looks at a weighted GPA,it will weight according to its parameters. The difference between 4.58 and 4.602 is akin to a pimple on an elephant’s ass and will not make an application any stronger
For EA/ED, seniors year grades are not available, so will not factor into the admissions decision, unless you are deferred. for RD,with some exceptions, notably the UCs, mid-year senior grades are considered. For all colleges, the expectation is that final senior grades will be at an acceptable level, and any acceptances will be contigent upon that (and some other things).
