<p>If you choose hall as your primary preference, you CAN write in a roommate. It just means they will try to pair you with your friend in the hall you selected, but if not, they will put you in the hall first without the roommate you listed.</p>
<p>The converse is true if you choose roommate as your primary preference. They WILL pair you with your friend, but not necessarily in the hall you selected.</p>
