<p>They generally try to find housing for everyone. This year they couldn't since the '09 class is so large, but they opened up two floors in the graduate towers.</p>
<p>When I went to previews the housing reps said Penn does nt guarantee housing for any of the years, however, I believe, Penn does a good job n makin sure that all freshmen are placed in on-campus housing.</p>
<p>Actually, freshman housing is not only guaranteed but it is required.</p>
